Rawlins serves as the county seat and largest city in Carbon County, Wyoming. The city lies in the middle of everything—surrounded by desert, mountains, rivers, prairie, wildlife, and history. Rawlins sits an elevation 6,755 feet and is located on Interstate Highway 80 mid-way through the southern half of Wyoming. With a population of 8,538 and a semi-arid, low relative humidity climate, Rawlins is a city with a small town feel in a comfortable environment.

Rawlins is one of Wyoming's oldest cities and has the original Frontier Prison, which served as the State Penitentiary until 1981. Rawlins has federal, county, and city offices as well as a diverse retail community. The three main employers are Union Pacific Railroad, the penitentiary and Sinclair Oil Refinery. The city offers a modern hospital as well as good schools, beautiful parks and an outstanding recreation center. In addition, Rawlins has a new 18-hole golf course. Due to its location on the midway point of Interstate 80, the city offers visitors a wide variety of restaurants and lodging.

The city is one of the most affordable cities for living in Wyoming with an average 2-bedroom apartment for $343/month, 2-bedroom house for $393/month and an average 3-bedroom home with 1,100 sq. ft. for $78,500.

At the present time, the Rawlins Airport has a partial parallel taxiway for runway 4/22 that is 48 feet in width. All of the existing connecting taxiways exceed the recommended taxiway width of 35 feet for an ARC of B-II. Both runways have Medium Intensity Runway Lights (MIRL). Runway 4/22’s parallel taxiway is equipped with retroflective markers. Only minimal guidance or instruction signs are currently located on the airfield. No commercial passenger service is available.

The Carbon County Higher Education Center (CCHEC) provides for-credit college level classes as well as non-credit self-enrichment classes. Western Wyoming College’s Outreach Program and the University of Wyoming's School of Extended Studies and Public Service offer both bachelor and graduate level courses. Also available at CCHEC are adult basic education and GED preparation.

Memorial Hospital of Carbon County has 35 beds, CT Scan, mobile MRI, ultrasonography, mammography, intensive care, OB unit, nuclear medicine, a fully equipped laboratory, children's clinic, extended care facility and a physician-staffed emergency room. Emergency medical air transportation links the hospital to Casper, Cheyenne, Denver and Salt Lake City. Other professional services offered are South Central Wyoming Health Care and Rehabilitation, 24-hour ambulance service, Public Health Department, Senior Citizens Center, senior citizens apartment complex, dentists, physicians and optometrists, clinic hours held by out-of-town specialists, as well as home health care services.

The Rawlins Recreation Center is a modern recreation center that offers a host of indoor activities including three full-size basketball courts, a walking track, racquetball, handball courts, and a full indoor shooting range.
